Biography

Ana Paula Cavalcante is the Director of Articulation and Governance at the National Climate Change Secretariat of the Brazilian Ministry of Environment and Climate Change. Since 2004, she has been a member of the Public Policy and Government Management Specialist career, focusing on economic regulation, international negotiations, and environmental issues. Her previous roles include General Coordinator of International Air Services and Environment at the National Civil Aviation Secretariat, Head of the International and Environmental Advisory at the National Civil Aviation Agency (ANAC), and Superintendent of Air Services at ANAC. Most recently, she served as Deputy Secretary for Governance and Coordination of State-Owned Enterprises at the Ministry of Management and Innovation. She holds a Ph.D. in International Relations from the University of Brasília (UnB), and spent a year as a visiting Ph.D. student at the Department of Deep Decarbonization, School of Global Policy and Strategy, at the University of California, San Diego (UCSD). Her research has focused on climate change, carbon markets, and civil aviation.
