Biography

Economist and Diplomat. Co-chair of the Taskforce on Inequality and Social-related Financial Disclosures (TSIFD). She held senior roles at UNESCO (Assistant Director General) and OECD (Chief of Staff and Sherpa). Member of the Mexican Foreign Service. A strong advocate for social justice, her major achievements include advancing landmark international agreements and initiatives to promote transparency, fairness, sustainability, and inclusion. These include the OECD/G20 international tax reform (BEPS), analytical support for the Paris Agreement on Climate Change, the G7 Business for Inclusive Growth initiative in partnership with international corporations, and global strategies to promote gender equality through the G20, including the Brisbane Target. She also played a leading role in shaping global standards for the ethical governance of emerging technologies. She was the architect of UNESCO’s 2021 Recommendation on the Ethics of Artificial Intelligence, adopted by 194 countries to advance human rights, human dignity, fairness, and sustainability in the digital transition, and developed the Readiness Assessment Methodology, now implemented in more than 80 countries. In 2025, she also led the adoption of UNESCO’s Recommendation on the Ethics of Neurotechnology. Fulbright and Ford-MacArthur Fellow, with degrees from Harvard Kennedy School of Government and Universidad Iberoamericana (Mexico). Recipient of multiple distinctions from Forbes and Apolitical, and decorated by President Hollande as a member of the Ordre national du Mérite of France. Member of the Mission Committee of Danone.
