Biography

Hon. Lemuel Honor is the Municipal Mayor of Silago, a coastal municipality in Southern Leyte, Philippines. A hands-on, forward-looking local leader, he is recognized for his commitment to building a safer, more resilient, and more inclusive community. Under his leadership, Silago has repeatedly earned the Seal of Good Local Governance, a national recognition of strong performance in transparency, disaster preparedness, social protection, and environmental management. Mayor Honor has placed disaster safety and climate resilience at the center of his administration, strengthening emergency response in a town exposed to typhoons and flooding, and championing updated land use and zoning plans to guide sustainable growth. As Chairperson of the Pacific Alliance of LGUs for Marine Development for Silago-Cabalian Bay, a network of eight coastal municipalities, he advances coastal resource management and fisheries governance that protect marine ecosystems and local livelihoods. In 2026, he was named Outstanding Mayor of the Philippines - Visayas Island (Gawad Parangal). His work offers a compelling example of local governance that is practical, people-centered, and climate-responsive.
