Morgan Després

Biography

Morgan Després is Executive Director at the European Climate Foundation, where he leads the Secretariat of the Green Guarantee Group. He is also a member of the IFRS Foundation Board of Trustees and Senior Advisor and Visiting Professor in Practice at the London School of Economics and Political Science (LSE) and the Centre for Economic Transition Expertise (CETEx). An economist and central banking expert, he is known for his work on integrating climate risk into macroprudential financial stability frameworks. From 2017 to 2021, he was the founding Head of the Central Banks and Supervisors Network for Greening the Financial System (NGFS), steering its global development and overseeing the publication of its first landmark reports, including the 2019 “Call for Action” report, and NGFS work on scenario analysis. Previously, he spent 18 years at the Banque de France, including as Deputy Head of the Financial Stability Department, where he co-led the Secretariat of the French macroprudential authority (HCSF) as well as the European Systemic Risk Board Expert group on climate risk. Throughout his career, he has contributed to numerous FSB, ESRB, and BCBS working groups and committees.
