Biography

Mr. Dominguez has become the tenth Secretary-General of the International Maritime Organization (IMO), bringing over three decades of experience in the global maritime sector. He began his career representing Panama in roles within the Panama Maritime Authority and later as Panama's Ambassador to IMO. His ability to build consensus earned him key leadership roles, including Chair of the Marine Environment Protection Committee (MEPC) and various other IMO committees. A trained naval architect, Mr. Dominguez holds a degree from Veracruzana University in Mexico and later pursued an MBA from the University of Hull, as well as qualifications in International Law and European Politics from Birkbeck University, UK. His diverse background enabled him to understand the maritime sector's complexities, supporting IMO as Chief of Staff and Administrative Director, particularly during the COVID-19 pandemic. In July 2023, he was elected Secretary-General for a four-year term starting in 2024, following his role as Director of the Marine Environment Division.
