Biography

The Indian Administrative Service devolves upon a bureaucrat to play the role of an initiator and mediator between policy and practice, to translate the objectives of State Policy into development realities and vice versa. As an Indian Administrative Services Officer situated in positions with ample opportunities to enlarge the livelihood options of the poor, I have enjoyed my development interventions over a span of 28 years among various categories of the community and officials, attaining fruitful and sustainable outcomes. I am deeply committed to the cause of the poor and with an extensive knowledge on sustainable livelihoods, so that they will derive maximum benefit from the macro-level policies meant for them. I could effectively link macro policies and the micro level implementation using a broadly defined and regulated Process Framework. I am concerned about people owning the project and officials winning people's full confidence, bringing together all related sectors and rectifying the drawbacks immediately. This I could do even in the worst communal-faction ridden and socio-economically backward areas. I was able to efficiently coordination between the governmental and non-governmental agencies, project partners and the civil society, efficiently working as a team, which is a normal practice under my administration, and the synergy generated would, in turn, translate and contribute to the effective program implementation. I can adapt myself to any administrative structure and make it people-centered, especially while tackling the rigid bureaucratic, formal, at times, outdated rules and approaches, through proper IEC, multi-sectoral outlook, forging effective partnership converging and allotment of resources, and by using at times the prerogative of my position.
